This is Retargeting, Retargeting works by keeping track of people who visit your site and displaying your ads to them as they visit other sites online.

Retargeting or remarketing has been proven as one of the best ways to boost revisits to your site, which boosts sales and conversions. Every time your customer sees your retargeting ads, your brand gains traction and more recognition. Nearly three out of five U.S. online buyers said they notice ads for products they looked up on other sites.  The average click-through rate for display ads is 0.07 percent, and the average click-through for retargeted ads is about 0.7 percent.
